Warren and Cheryle Weir have been involved in community development since 1999, eventually establishing North West Community Care (now known as Connections Community Development), a non-profit organisation.

Prior to establishing North West Community Care (NWCC) Warren had a successful career with the Department of School Education for over 25 years, the last eight being in senior management of a local school with 850 students and 40 staff (as Deputy Principal). This became the platform for the vision of a Community Development model.

NWCC was incorporated in February 2002 with a board and 45 community members. NWCC is a stand alone, not for profit organisation with the purpose of implementing the Community Development Model.

Later in 2002, NWCC registered a charity arm (North West Helping Hand) with the Department of Gaming and Racing (charities) and the Australian Taxation Office.

North West Helping Hand (NWHH) has Deductible Gift Recipient status with the Australian Taxation Office.
In 2002, NWCC was contracted by Landcom to commence a Welcome Program in six estates in the North West of Sydney. One of those estates is Newbury which has had over 1,500 homes visited, six playgroups established and the Newbury Bulls Soccer Club seeing as many as 27 teams competing. Another estate included Highlands Ridge, Rouse Hill, contracted by Winten Property Group.

NWCC began facilitating three annual regional events. The annual North West Regional Carols by Candlelight event attracted crowds of up to 18,000 people. The annual North West Regional Festival and Fireworks Spectacular was also popular with up to 10,000 people attending.

Connections Community Development continues to hold many events in all the estates they work in, along with numerous annual regional events, such as Australia's Biggest Morning Tea event at Stanhope Village, and the Carols By Candlelight, now being held down the road at The Ponds.

In 2003, Mirvac and Landlease contracted NWCC for the delivery of a Community Development program at Newington. Over 1,000 visits were achieved and a Community Development Committee was formed to takeover running community events in the estates by the times the contract was completed in late 2006.

Mirvac Homes Parramatta contracted NWCC in 2006 to deliver a program in three Liverpool estates: Mornington, Northbrook and Panorama, and also another in Woodcroft.

A key feature has been the development of residents associations and Community Watch programs.
In 2007, Mirvac Homes approached NWCC to develop a Community Development program in Ashgrove Estate, Auburn. A large variety of events have been held meeting the demographics of this estate.

In July 2007, North West Community Care (NWCC) became known as Connections Community Development (CCD). This new name and image highlights the expansion of the work of Connections beyond the North West to that of broader Sydney.
Also in July 2007, Landcom in conjunction with Australand, contracted Connections Community Development to begin implementing our model in The Ponds estate adjacent to Stanhope Gardens. A Community website has been developed by CCD for The Ponds and was delivered live on the Internet in early March 2008.

In 2009, welcome programs commenced in Parkbridge (Landcom and Mirvac) and Greenway Views (Landcom and Australand) in the South West of Sydney. In December 2009 was the first annual Carols at The Ponds which replaces the North West Regional Carols by Candlelight. 2010 saw the addition of a Welcome Program at Bella Vista Waters (North West Land).
